I rather meant the money spent on this could have been put to better use. Kids need to eat to live. We could have lived without this art. Just a matter of my opinion. I love Art. This wouldn't have been an art I would have been drawn to even if there were no such thing as hungry kids.

Well, it is art because it's creative. That's what art is. Creativity. Art is also subjective, so it's actually impossible for someone to say anything is not art as anything can be art in someone else's eyes.
You could say it's shit art though !

This building was actually abandoned. So the Artist saved it because he chose it as his site for this project.

This WILL BE KNOCKED DOWN, after the Biennial and 2008 are over, even though this 'artwork' actually cost over £1 million pounds to construct. Yes, it's a clever and unusual piece of engineering. So was the jet engine, never once referred to as 'art'. I'm from Liverpool and I'm sick of the way this Capital of Culture idiocy has sent the construction of new fangled monstrosities into overdrive, when many of our legendarily beautiful buildings fall into further disrepair.

As far as I can tell it cost about 450 000 pounds to make. 150 000 of that was privately funded by the Culture Company (though I think they get matching funds in any case), leaving 300 000 pounds for the Northwest Regional Development Agency and The Northern Way to pay, both publicly funded entities. It was part of a 4.4 million pound arts program.
That's 4.4 million pounds worth of tax payers money spent on wasteful projects like this.
