no you are right. you are getting the run around. the problem in lies with your motherboard and the charging and power board on your laptop. toshiba will not replace the part. i have a brand new toshiba laptop and it is falling apart literally held together with duct tape and they wont replace it.

I have a TOSHIBA M70-340 and I've been using it every day for the past 2 years, it is a great laptop and it works fine , I didn't have any problems with it.
except for a small red dot on top of the screen but i got used to it.
